Emonnie Branch, a 51-year-old man from Portland, Tennessee, is accused of murdering Kentucky State Police Trooper Hayden Phillips in September. Branch was indicted by a Warren County grand jury on charges including murder, possession of a handgun by a convicted felon, and tampering with physical evidence. He is currently being held at the Warren County Regional Jail. KSP officials said Phillips, a Post 3 trooper, stopped a vehicle on Interstate 65 in Warren County, Kentucky, before the occupant of the vehicle fatally shot him. An extensive search led to the arrest of Branch in Louisville after using location pings from Branch's cell phone and a database of license plate images and vehicle descriptions kept by technology company Flock.
