One of the biggest impacts: tax changes are coming to the commonwealth in 2026. New laws in Kentucky go into effect from Jan. 1, allowing for online data rights and restrictions on THC-infused drink sales. The General Assembly passed House Bill 1, which reduces the state's individual income tax from 4% to 3.5%, is expected to stimulate long-term economic growth and population gains in the Bluegrass State. The law allows businesses that sell tobacco, nicotine, or vaping products to obtain a state license or face criminal penalties. Consumers will also have more rights over their personal information online under The Kentucky Consumer Data Protection Act, which applies to businesses that handle data from 100,000 or more consumers and make over half of their revenue from selling personal data. However, this law does not apply to certain entities and data already subject to other federal privacy laws.
